About VFL2011

After the Global Platform for Disaster Risk Reduction meeting in 2009 and the first International Conference of the Views from the Frontline (VFL), the Global Network for Disaster Reduction decided to focus on “local governance.” Local governance is where national policies are turned into practice. It is considered the single most important factor in determining progress in building community resilience. It provides the essential environment for interaction between authorities and the people they govern.

It is also one of the main Priorities for Action(PFA) under the Hyogo Framework for Action (HFA), as well as an important cross-cutting issue underlying all five of the Hyogo Framework’s Priorities for Action. Unless the core components of good local governance are in place, mobilising more resources from national governments and external sources will not automatically result in better conditions at the local level.

The VFL 2011 paper-based survey is currently being carried out using Local Government and At-risk communities as key informant groups.

VFL 2011 Objectives and Expected Outcomes

  • To provide an independent assessment of progress towards key aspects of disaster risk reduction at the local level “Governance” (HFA PFA 1)
  • To increase interaction between local authorities, civil society and affected people to monitor, plan and implement actions to build resilience.

  • Political space to engage for policy dialogue
  • Increased trust and mutual understanding between different actors
  • Increased awareness of disaster risk and good governance
  • Increased “public demand” for good governance “enabling environment”
  • Sharing of practical experience and learning
  • Credible evidence-base to inform policy advocacy
  • Increased capacity of participating organisations in monitoring and advocacy
  • Establish local baselines to measure future progress
  • Increased domestic accountability and transparency
  • Strengthens collaboration
