Consultancy: “Views from the Frontline” Dashboard Consultant

GNDR is looking for consultancy services for developing an information management, data processing and analysis platform.

GNDR is currently implementing the USAID BHA funded program Locally-led humanitarian solutions: Building resilience in fragile contexts affected by climate change (LLHS). The aim of the project is to achieve – Community resilience to natural disasters in the fragile contexts affected by climate change impact.

The project will be implemented in 11 fragile countries impacted by climate change across Asia, Africa, the Middle East and Latin America. The countries are as follows:

  • Asia – Bangladesh, Pakistan and Armenia
  • Africa – Benin, Côte d’Ivoire, and Democratic Republic of Congo
  • Middle East – Iraq and Yemen
  • Latin America – Colombia, Guatemala and Honduras

This project will be implemented by 22 CSOs; two in each of the 11 countries. One of the key activities under the project is to collect the perspectives of at-risk communities in the conflict affected areas impacted by climate change. 16 communities will be selected per country under the project. Each country is expected to have at least 610 people participate in these surveys in each of the 16 communities i.e. in total there will be a total of approximately 107,360 people contributing to this survey from the 11 countries.

GNDR is seeking a consulting firm with key technical staff who have substantial experience in the development of an interactive dashboard to help with the designing and building of an online platform for the visualisation and reporting of project data, preferably with Power Bi. Please see the TOR below for your reference.

The consultant shall be expected to design and put in place an information management system, based on Power BI, that enables GNDR staff and its implementing partners to interactively collect the data (manually or electronically) and later feed it into a real-time reporting dashboard. The firm will be responsible for delivering results through a number of technical deliverables as part of the project as listed below.

Deliverables

The following are the deliverables envisioned during the period:

  • Design a dashboard whereby data input can be done from computer/laptop and mobile devices
  • Provide an online and offline mode for data collection
  • Develop and provide a user manual
  • Undertake orientation of GNDR staff, (11) primary and (11) secondary implementing partners on the data inputting tool
  • Undertake data validation and analysis
  • The dashboard should be able to aggregate the collected data and represent the data in a disaggregated manner on the dashboard in a graphical format
  • Develop a data input tool for M&E (integrated with the overall dashboard); this will be part of a non-public / private domain
  • Provide a separate tab for the non LLHS partners to input the data onto the dashboard
  • Dashboard should be made available on the GNDR website
  • Dashboard and data input should have the capability to be displayed in five languages (English, Spanish, French, Arabic and Russian)

Specific Tasks: The specific tasks to be completed in phases are outlined here.

Applicants may be individuals or a team of consultants. As a diverse network, GNDR encourages mixed teams, with different backgrounds and genders.

Key qualifications should include:

  • Extensive experience in data visualisation creation or using data visualisation tools such as Power Bi, Tableau, Flourish, or others
  • Excellent analytical, detail-oriented, presentation and problem-solving skills
  • Experience with data modelling and statistical tools, and mobile data collection platforms
  • Knowledge in creating automated links and pulling data from the data source and presenting the data graphically to enable survey data analysis
  • Experience in developing project monitoring dashboards
  • Experience in providing technical capacity building to the users
  • Experience in designing of visualisation of dashboards that can capture other languages apart from English such as Spanish, French and Arabic
  • Experience working in diverse and geographically distributed teams
  • Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines
  • Evidence of similar works completed in the last three years
  • Consultants with experience on interface integration will be considered positively
  • Degrees in relevant fields (computer science, data/information management, advanced statistical analysis, information technology, software engineering, Monitoring and Evaluation, Development) for team members
  • Fluency in communicating and writing in the English language is mandatory

The duration of the assignment will be for a period of 30 months.

1) Post development of the dashboard, the technical firm must be available until the period when all the data is fed from all the 22 CSOs in the 11 countries.

2) While the initial phase of the project will be intense, subsequently the consultant will provide oversight and maintenance of the dashboard.

The majority of the work will be completed remotely and candidates must be able to work and support the project team remotely and to respond to queries in a timely manner.

  • 7 May  2024 – Deadline for Proposal submission 
  • Week of 13 -21 May 2024 – Interviews with shortlisted applicants
  • Week of 30 May 2024 – Contract signing by Consultant
  • 10 June 2024 – Work commences
